Evaluation is usually commissioned late, when a programme is already running and the decisions that would have made it evaluable were settled years earlier. The work in this programme is mostly about the architecture that has to exist before that point.
The evaluation research framework built for UNESCO MGIEP is the current output: a theory of change, a results and indicator framework, and the measurement decisions that follow from both. A framework of this kind has to specify what would count as evidence of effect before any evidence is collected, which is the step most often skipped, and it has to remain usable by people who will run the evaluation without the person who designed it.
The recurring constraint is that education and development programmes rarely permit a clean counterfactual. What is available is usually a defensible comparison rather than an experimental one, and an honest framework states which claims the design can carry and which it cannot, rather than promising attribution and delivering association.
